Antonio Pina, a Connecticut State Tropper, files suit against State Police Director Cioffi after he is terminated for testing positive for drugs. Cioffi filed a motion to dismiss Pina's lawsuit arguing that the suit is barred by sovereign immunity.

This is the first judicial review of this case.

Pina loses. The Superior Court of Connecticut, Waterbury dismissed Pina's complaint. The court ruled that Cioffi was protected from such complaints under sovereign immunity.
