Eule Ford, the former police chief of Pagedale, files suit against the mayor and the current police chief. A long-running dispute developed between Ford and Leatrice Dowd, the mayor. Dowd reassigned Ford to patrol duty and named a new chief. The dispute climaxed when Dowd ordered Ford to submit to a drug test based on reasonable suspicion. Ford complied with the order and produced a negative result. Ford subsequently filed suit, claiming the drug test was an unreasonable search. Dowd responded with a motion for summary judgment.

This is the first judicial review of this case.

Ford loses. The U.S. District Court for the Eastern District of Missouri granted defendant's motion for summary judgment. The court ruled that the test was reasonable and appropriate under the circumstances of the case.
