Two inmates of the Rhode Island Department of Corrections file suit against several state officials over the department's drug testing program. Both inmates tested positive for marijuana in random urine tests and were disciplined by corrections officials. The two argued the test violated constitutional provisions concerning unreasonable searches. The pair asserted that the testing procedures were flawed, and that they were denied due process. The defendants in the suit responded with a motion for summary judgment.

This is first judicial review of this case.

The inmates lose. The U.S. District Court for the District of Rhode Island granted defendants' motion for summary judgment on all claims. The court ruled that the inmates failed to prove the testing policy violated constitutionally protected rights.
